Abstract
Heathcare service industry innovation has long been examined since the last Roh administration established the Presidential Committee on Healthcare Industry Innovation in 2005. The current administration is eager to put the policies for healthcare service industry innovations in motion. The key policies for the innovations include the alleviation or abolition of the obligation for any medical institution to compulsorily participate in the national health insurance system, allowing for-profit hospital, and the extend of private health insurance¡¯s role in healthcare financing system. In brief, the policies mean that the roles of private sectors in health service industry would be strengthened in the future and that Korea¡¯s healthcare systems would be transformed into the market-oriented healthcare system. But, the current reform plan aiming at the sweeping privatization of our healthcare systems lacks the basic mechanism and logic by which the key measures of the privatization would be efficiently and effectively operated in the context of Korea healthcare system. So, it has been difficult to appreciate the innovation plan persuasive and acceptable. The side effects of the privatization plan could be easily expected and understood, but it would not be easy to find what advantages would be taken by the people and the system level. It needs to be reconsidered that the current proposal for the healthcare service industry innovation would be carried out without extensive review of that.
